Returns:

This method should return IpFilterRuleType.ACCEPT if all IpFilterRule.matches(InetSocketAddress) for which IpFilterRule.matches(InetSocketAddress) returns true should the accepted. If you want to exclude all of those IP addresses then IpFilterRuleType.REJECT should be returned.
