Constructs a new event.

Parameters:

jobID - the ID of the new job

jobName - the name of the new job

jobStatus - the status of the job

isProfilingEnabled - true if profiling is enabled for this job, false otherwise

submissionTimestamp - the time stamp of the job submission

timestamp - the time stamp of the event
